Introducing J. Michael Slocum

J. Michael Slocum is an attorney and consultant with many years of professional experience in government contract management, grants and international lending program administration and compliance issues around the world. He recently completed an assignment to respond to an Asian Development Bank Inspector General investigation in Uzbekistan. Michael has acted as counsel for the Certified International Professional Accountants, as a primary speaker at the International Ethics Conference - Retrieving the Human Face of Science: Understanding Ethics and Integrity in Healthcare, Medicine and Research, co-sponsored by the University of Botswana and the US Navy Surgeon General, and as the leader of the Research Law program for the Society of Research Administrators, International.

Michael has more than thirty years of experience and has represented hundreds of businesses (both U.S. and non-U.S.), universities, non-profit organizations, and also agencies of the US federal Government concerning the full range of issues they encounter in today’s global market. In addition, he has advised and trained universities, federal agencies and private businesses on management, ethics and regulatory compliance, mergers and acquisitions, contract negotiation, price and cost issues, contract administration, and other topics.

Michael is an honor graduate of DePauw University, and received his J.D. with honors from George Washington University National Law Center. He is a member of the Virginia State Bar and is authorized to practice before the Fourth Circuit Court of Appeals, the Circuit Court of Appeals for the Federal Circuit, the Claims Court, the Tax Court, and various federal district and bankruptcy courts and was an Appeals Reviewer for Department of Commerce A-76 Appeals. He is a member of the ABA Section on Procurement Law and a member of its Research and Development Committee. Michael is also a member of the Society of Research Administrators and a past Board Member and Chair of the Commercial Division. He has received letters of appreciation from the President's Council on Integrity in Government and the Defense Logistics Agency Inspector General for services on behalf of those organizations.
